The MOBICCON-PRO Consortium is glad to announce the official opening of the innovative Mobile Pilot Plant (MPP) for recycling of construction and demolition waste, situated in Kremikovtsi in the vicinity of Sofia. With the ceremony we marked the successful deployment of the MPP which is operational as of end-2024 after undergoing a process of fine-tunings, adjustments and calibration of its elements
The ribbon cutting ceremony, held on 3 May 2025, started with welcoming addresses by Eng. Kamen Peshov, Chairman of the Supervisory Board of the project Coordinator, Glavbolgarstroy Holding, and Laurentiu Plosceanu, Vice-President of the European Construction Industry Federation (FIEC), who pointed out the importance of such a facility for recycling of construction waste for the region of Southeastern Europe. Eng. Kamen Peshov stated that the opening of such a pilot installation is a symbol of progress, sustainability and innovation in the construction sector and commemorates the combined efforts of all the partners within the project, including highlighting the business-academia collaboration.
A special guest at the event was Ekaterina Zaharieva, EU Commissioner Startups, Research and Innovation at the European Commission, who congratulated the project team for the development of the mobile installation within the MOBICCON-PRO project, thus contributing to more competitive and sustainable economy. Commissioner Zaharieva highlighted the value of the MOBICCON-PRO project, emphasizing that it successfully integrates the principles of the Green Deal, sustainability and economic development. She also noted that the project embodies the mission of the Horizon Europe program, which aims to create networks and connections between business, academia, local authorities, non-governmental organizations and other key institutions.
The event was also attended by Tomislav Donchev, Deputy Prime Minister and Minister of Innovation and Growth, who pointed out Bulgaria’s notable progress in advancing a circular economy, particularly in the recycling of materials such as glass, metal, and paper, while stressing the need for continued efforts in areas like wood, textiles, and construction waste. He also emphasized that circular economy practices not only support environmental goals but also create economic value by turning waste into useful resources.
During her address MEP Tsvetelina Penkova, Vice-Chair of the European Parliament’s Committee on Industry, Research and Energy, stated that the recycling and reuse of construction waste is a direct response to one of Europe’s major challenges – resource dependency. She also highlighted that the MOBICCON-PRO project illustrates how the construction industry can become a driver of innovation, technological advancement, and sustainable solutions that contribute to a secure and just future.
Manol Genov, Minister of Environment and Water, also acknowledged the MOBICCON-PRO project as a practical example of environmental protection, demonstrating how the construction waste can be effectively converted into useful materials for the construction industry. Last, but not least Eng. Iliyan Terziev, Chairman of the Management Board of the Bulgarian Construction Chamber, noted that through this initiative, Glavbolgarstroy once again proves to be a driving force in the construction industry, developing innovative solutions for the sector.
The event provoked a great interest and gathered a broad audience – high-level officials, representatives of local and public authorities, industry associations, experts from the construction industry, representatives of the business and the academia and non-governmental organizations.
All the attendees had the opportunity to observe how the MPP is operating and how through various processes it is transforming the construction and demolition waste into a valuable resource, which can be reintroduced into the construction market. Thus, MOBICCON-PRO is delivering a fully circular solution for improving the recovery and recycling of construction and demolition waste in the region of Southeastern Europe.
The Mobile Pilot Plant is equipped with various machinery, including prototypes and technological solutions for crushing, screening, precision sorting, and flotation-based purification. These processes support the production of high-quality secondary and innovative construction products and materials, which can be reintegrated it into the construction process and the market.
