MOBICCON-PRO will develop and demonstrate an innovative and scalable circular systemic solution for CDW management, which is economically feasible and boosts the acceptance of recycled materials in the construction sector. Our concept includes 2 key elements for success:
- the Territorial Circularity Centre and
- a mobile waste management scheme based on separate collection technologies and a mobile waste treatment pilot facility.
The Work Plan
The Work Plan of the project is composed of project stages distributed into a set of work-packages (WPs)
There are 5 technical WPs covering stakeholders’ engagement, prototyping, validating and demonstrating new CDW management technologies, all of which aim to deploy a novel systemic circular solution. Further to that, there are two additional WPs – one dedicated to Dissemination, Exploitation and Communication and one WP on Project Management & Coordination.
Activity 1: Territorial Cluster Setup
The activities focus on establishment of a Territorial Circular Center (TCC) or “hub”, gathering all concerned key stakeholders in the field of CDW management. The TCC will ensure the necessary operational, academic, technological and communication environment in order to showcase the solutions developed.

Activity 2: Supporting Selective Demolition
The activities focus on streamlining the pre-demolition process by implementing innovative digital technologies. This includes validating smart and innovative methods for pre-demolition audits (PDA) in order to support selective demolition, identification of hazardous materials, quality assurance of CDW materials, as well as the collection of valid LCA and LCC data for further documentation of the environmental and economic impacts.

Activity 3: CDW Treatment Mobile Pilot Plant (CDW-MPP) Prototyping and Processing
Activities concentrate on compacting a Mobile pilot plant (MPP) to process CDW and allowing for its maximum valorisation in construction products.
The MPP shall be initially deployed in the suburbs of Sofia where all the equipment, prototypes and mobile installations will be set up in a production line.
The MPP will have the following functionalities:
- Preliminary crushing
- Screening
- Magnetic separation
- Purification through flotation (washing up)
- Secondary crushing
- Drying
- Fine crushing (milling, grinding)
The MPP will leave the project site whenever necessary to execute CDW processing or for demonstration purposes.

Activity 4: New and Innovative Construction Products
The activities concentrate on developing construction products from all recycled/recovered CDW materials, with market potential and minimised environmental footprint.
Three groups of new/innovative products are considered:
- secondary products resulting from preparation to reuse activities such as masonry bricks, pavement blocks and curbstones and dismantled insulation materials;
- new products from recycled CDW such as crushed stone, aggregate and innovative cementitious supplements for alternative binders;
- new composite materials with recycled content such as concrete (including lightweight structural concrete and concrete composites), mortars and masonry units.
WP 4 includes research to ensure the technical feasibility of the proposed solutions, specify how the required performances of the new products will be met and propose their most appropriate uses.

Activity 5: Demonstration & Validation
The actions are directed to demonstrate and validate the systemic circular solution at municipal and regional level, showcasing the redesigned CDW management process and demonstrate different applications of the secondary construction materials and products from recycled CDW.
The secondary construction materials and output products produced at the pilot mobile CDW recycling plant are to be applied during the demonstration stage at 2 on-going GBS construction projects and 2 public sites.
The replicability potential of the developed territorial circular solution will be tested at local (municipal) and at SEE regional level by means of deploying the mobile installation for temporary operation at:
- a selected municipality in Bulgaria
- at City of Pirot (Republic of Serbia)
Both actions propose experimentally and validate a new form of public-private collaboration in the field of CDW treatment and recycling, as part of the new systemic solution.

Activity 7: Project Management and Coordination
